垃圾的不同表示

In Japan,there is a fixed time for the sorting of each kind of garbage and littering.

问：此句中我觉的用一个garbage就好了，为何后面还要用littering？都是名词垃圾的意思，的不同之处

吗？

       从词典中查不到 littering，只有 litter。此句中的 and littering 完全可以去掉。
